    Summary

    Community Policing Development (CPD) funds are used to develop the capacity of law enforcement to implement community policing strategies by providing guidance on promising practices through the development and testing of innovative strategies; building knowledge about effective practices and outcomes; and supporting new, creative approaches to preventing crime and promoting safe communities.

    With this funding, the COPS Office supports projects that allow for the identification and expansion of promising practices and produces knowledge products that follow the principles of good guidance:

    • Quality-driven, with an emphasis on action statements to drive promising practices and reduce variations in performance
    • Evidence-based, with recommendations that are consistent with the weight of the best available evidence identified through systematic review
    • Accessible, with clear language and manageable lengths that are appropriate and relevant for the law enforcement field
    • Memorable, to encourage immediate actions or aid for the complex situations law enforcement professionals face.

    The Promoting Access to Crisis Teams (CPD - PACT) (Formerly CPD - CIT) program provides funding to support the implementation of crisis intervention teams, including embedding behavioral or mental health professionals with law enforcement agencies, training for law enforcement officers and embedded behavioral or mental health professionals in crisis intervention response, or a combination of these.

    Additional Information

    Unallowable costs include, but are not limited to:

    • Civilian base salary for the following positions: Administration (e.g., director or program head); Clerical (e.g., secretary or administrative assistant); Accounting (e.g., controller or bookkeeper); Procurement (e.g., purchasing director or stockroom clerk); and Housekeeping and maintenance (e.g., custodial and janitorial, repairman, or grounds keeper);
    • Maintenance and/or service contracts that extend the life of the award period (multiyear contracts and extended warranties are allowable but must be paid in full within the award period);
    • Ammunition;
    • Body armor;
    • Body worn cameras;
    • Bulletproof vests and accessories;
    • GPS devices;
    • Mobile data terminals (MDTs);
    • Surveillance equipment;
    • Unmanned aerial vehicles (drones).

  • Eligibility Details

    Eligible applicants are local, state, tribal, and territorial law enforcement agencies.  

    Deadline Details

    Applicants are to submit a SF-424 and SF-LLL to Grants.gov by May 14, 2024, at 4:59 PM ET. Full applications are to be submitted to JustGrants by May 21, 2024 at 4:59 PM ET. A similar deadline is anticipated annually.

    Award Details

    Up to $4,000,000 is available in total funding for FY2024 for 10 awards of up to $400,000 each. Cost sharing/matching is not required. Project periods will extend for 24 months, starting October 1, 2024.
