    Summary

    The Appalachian Regional Commission (ARC) is a partnership of federal, state, and local governments created to promote economic growth and improve the quality of life in the 13-state region of the Appalachian Mountains, including Alabama, Georgia, Kentucky, Maryland, Mississippi, New York, North Carolina, Ohio, Pennsylvania, South Carolina, Tennessee, Virginia, and West Virginia. ARC funds projects that address one or more of the five goals identified by ARC in its 2022–2026 strategic plan and that can demonstrate measurable results. Goals for 2022-2026 include: 


    • Strengthen and diversify the Region's economy through inclusive economic development strategies and investments in entrepreneurship and business development
    • Expand and strengthen community systems (education, healthcare, housing, childcare, and others) that help Appalachians obtain a job, stay on the job, and advance along a financially sustaining career pathway
    • Ensure that the residents and businesses of Appalachia have access to reliable, affordable, resilient, and energy efficient utilities and infrastructure in order to successfully live and work in the Region
    • Strengthen Appalachia's community and economic development potential by preserving and investing in the Region's local cultural heritage and natural assets
    • Invest in the capacity of local leaders, organizations, and communities to address local challenges by providing technical assistance and support to access resources, engage partners, identify strategies and tactics, and conduct effective planning and project execution

    Additional Information

    In general, eligible funding projects include:

    •  Assessments of training and job skill needs for an industry;
    • Development of curricula and training methods, including electronic learning or technology-based training;
    • Identification of training providers and the development of partnerships between the industry and educational institutions, including community colleges;
    • Development of apprenticeship programs;
    • Development of training programs for workers, including dislocated workers; and
    • Development of training plans for businesses.

  • Eligibility Details

    Eligible applicants are community-based organizations, non-profit organizations, educational institutions, Local Development Districts (LDDs), and local governments in West Virginia's Appalachia Region. This includes the following counties - Barbour, Berkeley, Boone, Braxton, Brooke, Cabell, Calhoun, Clay, Doddridge, Fayette, Gilmer, Grant, Greenbrier, Hampshire, Hancock, Hardy, Harrison, Jackson, Jefferson, Kanawha, Lewis, Lincoln, Logan, Marion, Marshall, Mason, McDowell, Mercer, Mineral, Mingo, Monongalia, Monroe, Morgan, Nicholas, Ohio, Pendleton, Pleasants, Pocahontas, Preston, Putnam, Raleigh, Randolph, Ritchie, Roane, Summers, Taylor, Tucker, Tyler, Upshur, Wayne, Webster, Wetzel, Wirt, Wood, and Wyoming.
