    Summary

    Kentucky’s Mathematics and Science Partnership (MSP) program is designed to improve the performance of teachers, students and administrators in the areas of mathematics, science, technology and engineering. The MSP program is based on the premise that everyone benefits when K-12 education (teachers and administrators) and higher education institutions work closely together to improve mathematics and science learning. It emphasizes the need for stronger connections between content and pedagogical experts in mathematics, science, engineering and technology within higher education, and educators in elementary, middle and secondary education. 

    MSP projects must carry out one or more of the following activities related to elementary, middle, or secondary schools:

    • Create opportunities for enhanced and ongoing professional learning of science or mathematics teachers that improves the subject matter knowledge, pedagogical expertise, and leadership capabilities of such teachers;
    • Promote strong teaching skills for mathematics and/or science teachers and teacher educators, including integrating reliable scientifically based research methods and technology-based teaching methods into the curriculum (including project-based learning approaches); and
    • Establish and operate on-going STEM institutes or professional learning communities for elementary, middle and secondary school mathematics and/or science teachers that must:
      • Relate directly to the curriculum and academic areas in which the teacher provides instruction, and focus only secondarily on pedagogy;
      • Enhance the ability of the teacher to understand and use STEM / 21st Century Learning Skills; and
      • Train teachers to use curricula that are:
        • based on scientific research; 
        • aligned with Kentucky’s Core Academic Standards; and
        • project-based, experiment-oriented, and concept and content based

    Additional Information

    The program may also include components that:

    • Bring mathematics and science teachers into contact with working scientists, mathematicians, and engineers, to expand such teachers' subject matter knowledge of and research in science and mathematics;
    • Provide teachers and prospective teachers with opportunities to work under the guidance of experienced teachers and college faculty;
    • Provide instruction in the use of data and assessments to inform and instruct classroom practices*;
    • Provide professional development activities, including supplemental and follow-up activities, such as curriculum alignment, distance learning, and activities that train teachers and school/district administrators to effectively engage students by using  technology-based experiences innovatively in the mathematics and/or science classroom;
    • Facilitate the development or redesign of rigorous mathematics and/or science curricula that are aligned with Kentucky’s Core Academic Standards* and emphasize college and career readiness in mathematics and science; or
    • Include strategies/programs to build capacity among mathematics and/or science teacher leaders and school/district administrators to lead professional learning communities.

  • Eligibility Details

    A funded partnership MUST include: 

    • An engineering, mathematics, or science department of an institution of higher education; 
    • An education department of an institution of higher education; and 
    • A high-need local school/district (teachers and administrators).

     

    A funded partnership may include: 

    • Another engineering, mathematics, science, or teacher training department of an institution of higher education; 
    • Additional local school districts, public or private elementary schools, middle schools or secondary schools, or a consortium of such schools; 
    • A business; or 
    • A nonprofit or for-profit organization of demonstrated effectiveness in improving the quality of mathematics and science teachers.

    Deadline Details

    The deadline to submit a required Letter of Intent was May 11, 2015. The deadline to submit an application was June 4, 2015. Similar deadlines are anticipated annually.

    Award Details

    It was anticipated that the Kentucky Department of Education would award approximately 5 grants at $200,000 for year 1 (August 2015 to September 2016) and at $200,000 for the second year (October 1, 2016 to September 1, 2017), with a possible third year (at $80,000) contingent upon evaluation, project success, evidence of impact on pedagogical content knowledge growth and student achievement, and availability of funding.
