Award Description:
Award amounts vary. Projected Total Amount Available for funding in FY2010 is $287,347. There is no maximum award per grant. The State reserves the right to award a smaller amount of grant funds than requested based upon available funding and the recommendations of the review panel. Each Even Start project is intended to operate a comprehensive program. Funding levels are expected to be between $75,000 and $200,000, contingent upon the availability of federal funds. It is anticipated that due to the amount of federal funds available, no more than 3 programs will be funded for FY 2010. Under NCLB 1233 (b)(2), only one program may receive funding of less than $75,000. The department will provide funding for a period not to exceed one year. The department anticipates conducting a 4-year grant competition in the spring of 2010, contingent upon the availability of federal funds designated for this program. An Even Start project is comprised of a federal share of funds and the applicant contributes the remaining cost of the project. Federal funds may not be used for indirect costs. Funding required for the start up year often is considerably less than subsequent years (local match is expected to range from 10% in year 1 to 65% in 9 year and beyond). Eligibility Description:
A minimum of two agencies must form a partnership to be an eligible entity, which is comprised of both: (1) one or more local education agencies (LEAs); and (2) one or more nonprofit community-based organizations, public agency other than a local educational agency (LEA), institution of higher education, or a public or private nonprofit organization other than an LEA, of demonstrated quality.
Summary:
The purpose of the Even Start Family Literacy Program is to help break the cycle of poverty and illiteracy and improve the educational opportunity of low-income families. The family literacy services provided to families through Even Start must be on a voluntary basis of sufficient intensity in terms of hours and quality, and of sufficient duration, to make sustainable changes in a family through the integration of: (1) interactive literacy activities between parents and their children; (2) education and support for parents regarding how to be the primary teacher for their children and full partners in the education of their children; (3) parent literacy education that leads to economic self-sufficiency; and (4) an age-appropriate education to prepare children for success in school and life experiences. Even Start programs must: (1) build on existing community resources of high quality to create intensive family literacy services; and (2) assist children from low-income families to achieve the state content and performance standards.
